Approximately after Ubuntu Plank update, my dock became untethered to bottom-center anchor. My monitor is a TV, and I think I finally figured out how to reproduce. Turn TV off for at least 2 hours, computer left as is. Turn on TV, then click on an app icon launcher. Bang, jumps to I'm guessing 1024 position instead of normal 1080. Just in case this pertains, on start up only, there is a black out which could be the dock positioned left-justified and maybe 1024 positioned (base of dock), like a hidden window (gdk_window_hide), among the desktop picture. This is for about 2 seconds tops, then full dock display at the correct position.

i have a similar issue. i have it on the left side and when the pc goes to sleep and wake up the dock jumps and stays ever closer to the center of the screen.
if i start plank from terminal i got to catch the following error message:
