dragging apps causes immediate crash

Bug Description
Whenever I attempt to drag an app off of Plank, it crashes with the error:
(plank:93645): Gdk-WARNING **: 17:17:53.805: The program 'plank' received an X Window System error.
This probably reflects a bug in the program.
The error was 'BadValue (integer parameter out of range for operation)'.
