Dock icons blinking and the dock glitches

Bug Description

Hi,
I've noticed that it's a big problem with Plank and other GTK3 desktop elements, which occurs on every desktop environment and every distro I tested. I did some research online and found a solution. The solution is to paste the following line into /etc/environment:
export GDK_CORE_DEVICE_EVENTS=1

However, this is just a workaround for a bigger xorg issue ( link: https://bugs.launchpad.net/ubuntu/+source/xorg-server/+bug/1795135 ) and doesn't work that well. It solves the issue of the dock icons flickering and being unable to unhide the dock when it's hidden behind an active window ( https://bugs.launchpad.net/plank/+bug/1581854 ), but it causes the dock to crash when trying to rearrange the icons or docklets with a following error: https://pastebin.com/229yqUMk . This is very frustrating, especially when this problem adds up with the one that makes some icons disappear (ex. Firefox) after an update.

Could you try to come up with some workaround other than pasting the mentioned line into /etc/environment? I don't expect the main problem with xorg to be fixed anytime soon and it's probably low priority, so any workaround that doesn't cause any other problems would be great.

By the way, the current workaround doesn't make Docky crash when trying to rearrange the icons, so maybe you can take a look at their source code (as far as I know, Docky is based on Plank).

I hope this will finally get fixed.
