Bug Description
Icon zoom is - intermitently - slow on a new laptop with admittedly inbuild graphics but also a quad i7. Nor is CPU usage high when the slow - somewhat jagged - zooming takes place. Also, I've set Plank's 'niceness' to -2, and still have the problem.
Linux Mint 18.2 x64 Cinnamon
Plank 0.11.4.19-42cb (install from git)
Xorg 1.18.4
3.0 Mesa 17.2.8
Kabylake GT1.5
Direct Rendering: yes.
EDITED: fixed a punctuation mistake.

I also noticed a same behavior, but in my case it was due to Plank being "stuck" somehow. "htop" showed >50% CPU usage of the plank process.
After killing and restarting Plank, the zoom behavior was back to normal (=very fluent).
I hardly reboot my PC, so I somewhat suspect suspend/resume - but that's just a wild guess in my case.
