Plank launches new instance of program instead of switching window

Bug Description
Ubuntu Mate 17.04, Plank 0.11.3-2
80% of the time Plank works as expected: there is a small indicator under icons of opened programs; clicking on them takes me to last windows of said programs.
But sometimes indicators are absent (often on startup), and clicking on an icon launches a new instance of a program, even if already open.
I've attached a small video showing the issue for better understanding.
