quicklist/jumplist shows different items based on running/not running app

Bug Description
The entrys in quicklist differ in some apps, if the app is currently runningor not.
It happened to me in pantheon-files and nautilus.
If I right click on files-icon in plank if it's closed, I get the open new window and open as admin options. (left pic)
If files is already open I get the folders I made shortcuts in the sidebar for, additionaly (right picture).
I would expect the behavior of picture 2 always, regardless wether files is currently running or not.
