Plank becomes tiny when switching windows on HiDPI

Bug Description

When using Alt-Tab to switch windows Plank becomes really small when GNOME is set to a 2x scale (gsettings set org.gnome.desktop.interface scaling-factor 2). It is much smaller than how much it shrinks when at 1x.

The attached screenshot shows the size while switching compared to normal size. The images are not scaled, just cropped to the same size box.

Version: 0.11.3
Distro: elementaryOS (Ubuntu 16.04)
Window manager: gala
