Icons are jumping when new app open/close

Bug Description
Setup:
- located on the left edge
- alignment center
- offset -96% (to give some space for top menu)
- other settings by default
Steps to reproduce:
- open new app that is not pinned to plank
Expected behavior:
- new icon appeared at the end
- all other icons do not move
Observed behavior:
- all icons are jumping (like initialized with -100% offset and then moved down to -96%)
- new icon appeared at the end
