"Lock Icons" resets after log out - log in Xubuntu 15.10

Bug Description

I updated to the new version of Plank through this ppa this week. I set it up as I always do, and everything works, but after I log out and then log back in, icons are no longer locked ("Lock Icons" is "off" and it was "on"). I'm back to 0.10.1 now so I can't add any more details, sorry. I'm using Xubuntu 15.10 with Xfce 4.12 and I have no problems with the old version.

I'm also facing the same issue on Ubuntu Mate 16.10.

Make sure while starting plank with "plank -d" in a terminal that there are no mentioning of GSettings problems due backend failures.
