Plank does not consider system panel when in expanding mode

Bug Description
How to reproduce:
* start a Desktop Environment with a top panel (e.g. cinnamon, unity, ...)
* set plank position: left
* set alignment to: fill
* set icon alignment to: start
The Plank expands even behind the top bar and so the first app icon is hidden by the bar.
Plank should expand just like normal windows do. It should stop at the panel.

So late... I wish one could fix this at least through theming (e.g padding from the top of the screen)...
