Cannot switch between stacked icons in plank(dock)

Bug Description
when i open more than i window of any file or folder (say chrome) it shows all the icons of the same type stacked together. it is perfectly ok. but when i click on one such icon on the plank i should get an option(switcher) to chose from the opened windows like i get in unity and KDE. But in elemnentary os i dont get it. it simply opens the window which was minimized last. it is very disturbing.

There is a right-click context menu and scrolling over an icon cycles through open windows.
