Bug Description
When holding the mouse over the Workspace Icon in the Dock and rotating the mouse wheel, it would be preferable if the workspaces rotated accordingly.
I know this behavior is possible because it works with the Files Icon in the Dock. If the file manager has two separate windows open in two different workspaces, the mouse wheel does switch workplaces in this requested manner.

I'm going to mark this as "Won't Fix". It's not really possible to do at the moment. Plank is able to switch between different windows, but it is not able to switch between workspaces.
