Force to use UTF-8 when default encoding is different (for label widgets)

Bug Description

Under FreeBSD, my default encoding is iso-8859-15, so accents in strings labels are not well displayed (warnings and errors with Pango rendering).

If we force to use UTF-8, everything is fine. I use same internationalization setup find another pantheon applications.

Which version of plank are you using? Does this still happen with 0.9.1?

The release 0.9.1 contains a i18n related commit targeting such an issue:

I use Plank 0.9.1, you're right it works fine.

In fact, I encountered this boring bug in previous releases, and I decided to propose my patch.
