Reorder plank menu items to keep close in a consistent position

Bug Description
Right now "Keep in dock" and "Close [All]" are kept as the first and second items at the top of the menu which can be in many different places since the items in the menu for various apps are different.
To keep things consistent –both positionally and for ease of interaction– it'd be best to keep these at the bottom of the plank menuitem list and move the window list to the top.
As such, the sections of the plank menu can be reordered as:
window list | custom actions | keep in dock & close

The menu ordering is not about consistency, but about most used ones. It is about keeping the way short the mouse-cursor has to be moved for the wanted action. "Keep in dock" and "Close [All]" are not commonly used ones imo. I personally don't find myself using them often.
