Unable to click-focus windows right above dock in panel mode

Bug Description

When Plank is aligned with the left edge of the screen, clicking a window right next to Plank does not focus or raise the window. This applies to an area a little more than twice the size of Plank itself.

Example:
Plank is on the bottom of the screen and Alignment is set to "Fill" or "Start" (so it touches the left edge of the screen). Now let's say there's any fullscreen window on that screen. Clicking the window in an area right above Plank does neither focus nor raise the window, but it should. The click itself, however, is received by that window (e.g. clicking a link like that in a browser works, but doesn't focus or raise the browser window).
The area to which this applies is a horizontal bar which starts on the bottom edge of the screen and is a little larger than twice the size of Plank.

This does not only apply to fullscreen windows, but also to any other window positioned in an area right above Plank.

The described area becomes smaller when Plank is smaller, but it's always a little more than the size of Plank. Any "hide" option does not alter the behavior - even when Plank is hidden, the area is about twice the height of Plank (as if it were visible) and covers the screen horizontally.

When Alignment is set to "End" or "Center" with any padding higher than -100, this does not occur, i.e. windows positioned right above Plank are focused and raised when clicked in that area.

When Plank is positioned on the left edge of the screen, this issue always occurs, regardless of Alignment options, except the described area is now a vertical bar from top to bottom, starting on the left edge of the screen with a little more than twice the width of plank.
When positioned on the right edge of the screen, the issue does not occur at all.

I haven't tried this anywhere else but on Gnome 3.16, but will update this report once I do.

Distro: Arch Linux, up-to-date as of 2015-04-20
Desktop: Gnome 3.16.1 (Default WM which should be Mutter)
Plank version: 0.9.0-1

No output when clicking the described or another area with the debug flag enabled.

The attached screenshot shows the area (+/- a few pixels) where this occurs.

I am pretty sure this is the fault of gnome-shell/mutter 3.16.x
