Thomas Hoeltke, Do you have tried to add these 2 lines? in your plank.desktop file?

NoDisplay=false
Hidden=false

My current plank.desktop file has these lines and work very well when my laptop starts.

[Desktop Entry]
Encoding=UTF-8
Name=Plank
Exec=plank
Terminal=false
Icon=plank
NoDisplay=false
Hidden=false
