Allow themes to override indicator color [$50]

Bug Description

Themes should be able to override the indicator color.
So if the indicator color is specified within the plank theme file use it; otherwise retrieve it from the gtkrc file as usual.

This should really be considered, because it sometimes creates really ugly gradients.

is it possible to merge the existing changes to allow the theme to set the indicator colour? the current colour is basically invisible against all my wallpapers (see attached screenshot), but i can't find a way to change it, as it appears to be drawn from a deprecated GTK theme colour that i can't work out how to change in my current GTK theme

What are the issues holding this up? I'd really like to see this getting merged into master. Would be helpful if someone could outline the existing issues with the wip/indicator-style branch, if any, or the concerns that may exist.

Seems like this would be a very pleasant and quality of life addition to the Plank, distros and themes.
