Opening minimized windows should open them on the current workspace

Bug Description

Instead of opening on the workspace they were minimized on, opening a minimized window should open it on the current workspace (as per https://blueprints.launchpad.net/gala/+spec/minimized-as-closed)

Gala can't do this. It is Plank which switches the workspace to focus (minimized) windows.

I disagree. The dock shouldnt be migrating windows to new workspaces. Unminimizing should focus the workspace containing the window and then restore it.

Yea after some more thought, I'm thinking that maybe we shouldn't be making so much fuss over a case (minimization) that we don't even really support in elementary's default config. I'm fine with the behavior Robert describes here.

I think I came up with a good way to do this in Gala: make the window sticky on minimizing it and restore stickiness to the original property on restoring it.

@Sergey: I don't think that will work with Plank though. Plank will focus the window's *current* workspace, then restore it. So it still wouldn't migrate the window even in Gala.

@Sergey: Making arbitrary windows sticky sounds pretty invasive and probably has quite some side-effects. So this is actually something which plank can take care of *IF* it is really wanted since it would mess up the work-flow for some people.
Also Dan already withdraw his wish.
