Bug Description

When working on the 0.22.1 (and .2) packages I realized builds are failing because we attempt to write ho $HOME while building the manual pages through sphinx. Tracking this down I realized that the call to get_all_exporters(), made during argparse construction of several commands, creates a temporary session. I think we should make that a storage-less session (via a flag of some sort) so that this situation can be avioided.

This issue has been fixed a while ago by using get_throwaway_manager
