To add a "Help" menu item with links to instructions and revision info

Bug Description
* Use case:
1. Having a "Help" menu item as a permanent place in the tool UI that links to the corresponding instructions (online or static versions that were installed with the tool) is nice for quick reference.
2. A "About" item in the Help menu that tells users instantly what revision of the tool they are using can be very convenient.

Ah, what an interesting request :)
So far our UIs have no menus because we've felt they don't help the workflow, since it all happens in a single window. We could look at implementing some sort of menu, but we also need to consider how it would work on checkbox-touch and maybe under CLI (CLI is maybe easier as a key could invoke help and another show client information).
An interesting part of this is that we'll need to expose this information via the dbus interface for GUI use. I think CLI and checkbox-touch can access the Python API more directly and could get this information in some other way.
