add support for per-job definition flag that says if locale should be disabled

Bug Description
As we look at translating our test scripts we cannot gain any benefit without allowing them to run with the locale of the test operator. As we enable subsequent scripts we should be capable of flagging them with something like "preserve locale" so that the test operator actually gets a localized testing experience as a part of that script.
I'd like to propose that we add a generic 'flag' field to the job definition unit. Furthermore that field should recognize the 'preserve-locale' flag and then make use of that flag in all the execution controllers.
