checkbox-snappy.test-runner doesn't carry environ correctly

Bug Description

context: bug 1634790

Verifying with version: 0.10~s16 rev 37
(via: snap install --edge --devmode)

try to run '.*wireless/wireless_connection.*._nm.*' jobs in checkbox-snappy.test-runner

but the SSID variables doesn't seems to exist during the test, and both checkbox-snappy.plainbox and checkbox return check-config correctly.

Using checkbox-snappy.plainbox (even without sudo) works fine,

but checkbox-snappy.test-runner (with sudo, sudo snap run) still not able to see those variables from plainbox.conf
