Remove edge scolling from certification coverage and test plan

Bug Description

Since 18.04, scrolling method can only select either 2-finger or edge in gnome settings. The default setting is 2-finger scrolling, so user will using it.
If not configure the settings manually, edge scrolling will always fail.

In 18.04 certification coverage guide, it says
Scrolling feature (horizontal and vertical) should work either with the edge scrolling option or the 2 finger scrolling option.

As the changes from gnome, we should remove edge scrolling from certification coverage and test plan and consider 2-finger scrolling as mandatory/whitelist test.
