Use the latest fwts version in Checkbox

Bug Description

For PC project usage, we want to use the latest fwts in regular QA Checkbox testing.

Motivation:
We can waive unnecessary fwts error and prevent extra effort for fake alert.

Implementation Risk might be from Debian package dependency:
Build dependencies
debhelper (>= 9)
intltool
plainbox-provider-resource-generic (>= 0.17)
python3
python3-checkbox-support (>= 0.22)
python3-debian
python3-plainbox (>= 0.24)

The Checkbox/HWcert ppas no longer get copies of fwts packages.

Please instead install fwts from their stable ppa:

sudo add-apt-repository ppa:firmware-testing-team/ppa-fwts-stable
sudo apt-get update
sudo apt-get install fwts

Hi Sylvain Pineau,

However, for OEM project & QA team, to make Checkbox/HWcert ppas to align with current fwts version is a better solution.

Please do consider to sync fwts in Checkbox with current fwts version (ex: now, 18.09)
