miscellanea/submission-resources skipped in Ubuntu 18.04 beta

In running early tests of canonical-certification-server on an Ubuntu 18.04 beta (installed on 7 May, 2018), the miscellanea/submission-resources test was skipped because of a failed dependency, with the following output:

job cannot be started: required dependency 'com.canonical.certification::module' has failed

This same problem has happened on at least three systems, with none running the test, so it looks like a build or packaging issue to me. Package version information:
