Bug Description
If plug usb storage right away after press enter to start usb/insert test, it sometimes can not be detected and need to unplug/replug again. The test will be time out in 20 seconds. If the replug was not performed in 20 seconds, test fails and leads to skip following 2 tests (automated & remove). When rerun failed/skipped tests in the end of test, only usb/insert can be selected but automated & remove.
So we hope
1. fix the issue for "plug usb storage right away after press enter to start usb/insert test"
2. extend time of timeout
3. checkbox can rerun tests which were skipped due to dependant test fail (filed a separate bug LP:1712313)

I tried to reproduce this issue on 201711-25922 which is an AMD, low performance platform. I did not reproduce insert issue but both USB2/3 remove failed.
