Attachement and Submission_resource jobs should always be run

Bug Description

In order for us to have complete hardware information for the purpose of identification and evaluation, the attachment and submission_resources jobs should not be allowed to be de-selected. Checkbox should be aware of these tests as requirements for a test run and warn the user if they are absent from a test run.

Using meta data for this purpose is one solution, where we could add a "required" tag to these tests which Plainbox would then interpret.

This is very related to https://bugs.launchpad.net/plainbox/+bug/1391774 which I'm currently fixing. This meta data you're mentioning will be a part of a test plan, rather than job's property. So 'include', 'exclude' and 'required' will constitute the 'meat' of test plans.

PS 'required' is much better than my ugly 'always_run'.
