usplashdown should use L->R and reversed foreground/background

Bug Description

SABDFL feature request:

On shutdown the usplash progress bar should travel Left-to-Right as per normal startup, but should have inverted colours (background and foreground swapped).

These patches allow negative progress values (0 -> -100) and have them used during runlevels 0|6:

usplash (0.1-32) dapper; urgency=low

  * Allow PROGRESS to accept negative progress counts and paint these
    with the foreground and background swapped.
