tox.ini settings for global constraints are out of date

The way the constraints list is managed via tox is out of date for osc-placement. The requirements team can help with an example of how it should be done now.

Compare the tox.ini settings in the orc-placement repo (http://git.openstack.org/cgit/openstack/osc-placement/tree/tox.ini) to the ones in oslo.config (http://git.openstack.org/cgit/openstack/oslo.config/tree/tox.ini).

Note that the install_command and deps entries are different.

based on IRC chat with prometheanfire, he told me to change the install_command and deps entries of orc-placement tox.ini to oslo.config tox.ini
