Bug Description

After the bugfix[1] in placement service the osc_placement functional tests started failing with[2]:

testtools.matchers._impl.MismatchError: 'Not found' not in 'No such trait(s): CUSTOM_FAKE_HW_GPU_CLASS_E36DB383F1344E94B27D6087F50F1609. (HTTP 404)\n': Command "Command: "openstack trait show CUSTOM_FAKE_HW_GPU_CLASS_E36DB383F1344E94B27D6087F50F1609 -f json --os-placement-api-version 1.6"

I looked at Queens but there the trait handling does not exists in the osc_placement so this bug does not affect stable/queens
