Bug Description
Is there any plan to backport this handy plugin for stable/ocata? In my dev env, I can change the requirements.txt to be compatible with ocata version of openstackclient and then everything seems just work. It would be great if upstream can publish a stable/ocata version officially.

No. There was nothing useful in this until 1.0.0 which was released in Queens. It really has nothing to do with the server release either (Ocata), the 1.0.0 osc-placement plugin should work just fine with your Ocata placement deployment.
