Qt6 packages seem to be missing pkg-config files

Bug Description

I have been trying to build gnuplot 6 with Qt6 but the build fails. After an exchange of emails with the gnuplot maintainer, the problem seems to be that the Qt6 packages no longer have the required pkg-config files. For example, looking at the amd-64 file listings for the qt6-base-dev package, no .pc files are present.

The corresponding Qt5 versions worked fine and do indeed have pkg-config files.

And looking at the Debian packing, these do seems to come with .pc files..

So have the pkg-config files accidentally been omitted from the Ubuntu Qt6 packages? If so, can this be fixed as I suspect it will break quite a lot of builds.
