Could this be resolved? I want to use a .deb package to install xerces on Ubuntu 18.04.3

Trusty is in extended security maintenance and not a regular LTS release anymore, thus the packages website doesn't support it anymore. Same with bionic btw., which would be 18.04 (trusty was 16.04, so that link was even more wrong).
Please upgrade to a regularly supported release, or use the software center/apt for installing the package directly from your system.
