Attempting to download any package from mirrors.kernel.org produces "This file contains a virus or malware" message in any browser

Bug Description

Test case:
Go to https://packages.ubuntu.com/
Search out any package, click on the Download link
Click on the 1st listed mirror which is always mirrors.kernel.org
In pop up choose to Save File

Or simply try this example for totem
Paste into browser address bar and go
http://mirrors.kernel.org/ubuntu/pool/main/t/totem/totem_3.26.0-0ubuntu6.2_amd64.deb

What happens
Ex. firefox
A red warning appears in firefox's download icon, further info in screenshot

It seems to had been a kernel.org mirror issue at that time, it wasn't reported or appeared anywhere else or since a long time
