No changelog in debian/changelog

Bug Description

Pithos does not have a changelog in the standard debian location of debian/changelog. Instead, the changelog is in CHANGELOG in the root folder. Additionally, this file is in a different format.

I was attempting to set up an automated daily build using Launchpad's recipe builder feature, and got caught by this.

Update: I see there is a script (release.sh) to make the changelog, but that breaks stuff (like launchpad recipe builds) and isn't the right way to maintain a changelog (as noted in release.sh)

The debian/ directory in the bzr repository is purely for the PPA and isn't ideal for the full Debian process, but it's the simplest thing that works for what I need. I should probably remove it completely from bzr trunk as to not be debian-specific or give people code that isn't useful.

I've seen many other projects with debian/ directories including proper Debian packaging. Doesn't it make sense to "upstream" it into the trunk?
