can not tab past the format combo-box in the settings window

Bug Description
When I try to tab past the format combo-box using Orca, nothing happens. The tab order should allow you to tab past this box. A work around is to use flat review.
Steps to reproduce this bug:
1. Start the Orca screen reader by pressing alt+F2 and type orca
2. start Pithos from the dash.
3. Go to the settings window under options.
4. Try to use the tab key to navigate around the window. When you land on the format combo-box, you will not be able to move past it.
