Layers/Import from File ignores the last saved/opened path

Bug Description
From bug #689525 and bug #587744, Pinta now remembers the last path that was used to open or save an image.
However, when using the Layers/Import from File action, the dialog is opened to a default path instead of the last directory a file was opened from or saved to. This dialog should be fixed to work like the File/Open dialog.
