"Zoom to Window" doesn't always work for small images

Bug Description
Discovered while working on bug #851378 (tested with Pinta 1.0 and development build on Windows)
Steps to reproduce:
1) Create a new image that is small enough to be viewed at 100% without scrollbars (e.g. 800x600)
2) Select 25% from the zoom combo box in the toolbar
3) Select Window from the zoom combo box in the toolbar
The combo box updates to 100% but the image remains zoomed at 25%.
However, selecting View / Best Fit instead of selecting "Window" from the combo box results in the correct behaviour
