Some locale folders in Windows are in main Pinta install folder

Bug Description

I have installed Pinta 0.5 in Windows XP and it works fine.

As I see Pinta was by default installed into C:\Program Files\Pinta folder, which is OK. What looks strange to me is location of translation files. Most of the files are in C:\Program Files\Pinta\locale folder, but few of them are in C:\Program Files\Pinta folder (see attached picture). Don't know if this is intentional or not, but it does look strange design to me.

It does look there is some bug. I have done the following:

From Windows cmd:
set LANG=fr
"C:\Program Files\Pinta\Pinta.exe"

and Pinta starts in French language. I can do the same for all (I have tested few) of the

languages from C:\Program Files\Pinta\locale directory.

But then I have tried languages that are stored in default Pinta install dir:
set LANG=vi
"C:\Program Files\Pinta\Pinta.exe"

and Pinta starts in English instead of this "vi" langauge.

Then I have moved directories "vi", "uk", "zh_CN" and "zh_TW"" under C:\Program Files\Pinta\locale directory and repeated above commands and I can see Pinta in non-English language.

Fixed the installer script for Pinta 0.6 to place all languages correctly.
