JPEG Quality window should be removed in favor of Edit | Preferences setting

Bug Description
In Pinta 0.5 on Ubuntu 10.10 when image is saved in JPEG format a "JPEG Quality" window opens and asking about quality.
I don't like this extra question to be asked every single time I am saving a picture.
There are two options that could make saving simpler:
1. In JPEG Quality window add checkbox (default unchecked) something like "Don't ask this question anymore" and then add Edit | Preferences a settings where people can change the quality.
2. Remove JPEG Quality window and just add Edit | Preferences settings (I like this idea more - just make it simple).
