Temporary drawing layer is displayed above all layers

Bug Description

When using some tools with a layer other than the top one selected, the results of applying the tool are visible above all layers, even those above the current layer. When the changes are "committed" (usually by releasing the mouse), the drawing artifacts above the top layers are correctly hidden under them.

This occurs with the four shape tools: rectangle, rounded rectangle, ellipse, and freeform shape.
