"Adjustments" ▶ "Brightness/Contrast" and "Saturation/Lightness" applies to the entire image/all layers and not just the current layer

Bug Description
Really simple, so I don't think I need to record a video (but let me know if you do want one!), and it occurred with the flatpak of Pinta 2.1.1 on both the live ISO of Linux Mint 21.3 Cinnamon and an installed copy of Linux Mint 20.3 Xfce.
Anyway, for the issue, when you have multiple layers, doing an "Adjustments" ▶ "Brightness/
For reference, "Adjustments" ▶ "Hue/Saturation" does in fact apply only to the current layer.

This needs some more investigation, but if you disable the layer where the brightness effect was applied the base layer appears unchanged. So there is an unexpected effect from applying the operation to transparent pixels and then blending that with the layers underneath
