not consistent with macos and windows

Bug Description
In macOS, you can easily drag to rearrange layers in whichever order you prefer, while in Windows, you need to select the desired order for the layers in the options menu

Do you mean clicking and dragging in the Layers pane tab? That doesn't work for me on macOS either. I think the "Move Layer Up" / "Move Layer Down" buttons in the Layers panel need to be used
