Pinta 2.2 header bar issues

Bug Description

I cloned the latest version of Pinta and noticed that the menu bar has been replaced with a dropdown menu. From what I've gathered, traditional menu bars no longer exist in GTK4 and have instead been replaced with header bar buttons.
This makes applying effects and adjustments extremely inconvenient (especially since there aren't shortcuts for effects). I'm wondering if it might be better to move the menu categories onto the header bar rather than hiding them in a clunky dropdown menu? The undo/redo/etc buttons could potentially be moved to the other side of the title next to the minimize button.
I've included a quick mockup of what that could look like (see attachment).

With https://github.com/PintaProject/Pinta/commit/c0b0b6d4c0b990042c76f90e6d5b4b486ac4c95c, I've added a few more menu buttons to the header bar for common sections like effects, adjustments, and image actions
Let me know if you think that works better
