layers dont work properly

I'm unclear if there's a second bug here or not - is the issue just that adding a new layer doesn't check for name conflicts with an existing layer?

I also don't understand what is the problem here. I created two layers with the same name and there isn't any problem I can see.

Tip for working with layers:
1. Uncheck all of the layers you are not working at the moment.
2. Click on the layer you would like to work on.
3. Do the editing.
4. Check all of the layers back.

I have made a simple file and save it to OpenRaster format and I don't see any problems with layers.

2. What is your operating system name and version.
3. Can you write some simple step by step instruction how to reproduce.
4. Can you please attach your file. Please save it to OpenRaster format (File | Save As - select OpenRaster image).
