Window zoom level does not work for the first time

Bug Description

I have downloaded Pinta 2.2-development on Ubuntu 22.10 from Github: https://github.com/PintaProject/Pinta/actions/runs/4525610835 master branch.

1. On my laptop I opened new image 1600 x 1200. Image gets resized to full 100% size, that does not fit on my screen.
2. From bottom zoom menu select "Window" selection and it looks like it has no effect.
3. From the same zoom menu select 12% and image gets much smaller (as expected).
4. Repeat step 2 and now zoom to Window works fine.

I have tested the same in Pinta 2.1.1 and it looks the same problem. I am pretty sure this was once in previous versions working fine.

After creating a new image, it should be automatically doing a "zoom to window"
So this also wasn't working for you in Pinta 2.1.1, correct?

In my testing on macOS it's working both in Pinta 2.1 and 2.2 if I create a 1600/1200 image which would be too large at 100% zoom

Yes, this is not a new bug in Pinta 2.2, but it was also present in previous version Pinta 2.1.1.

After opening too large image, I also expect to automatically zoom to Window, but it does not. I am pretty sure this was previously working fine. Maybe this is issue since Pinta was migrated from Gtk2 to Gtk3.

There was a zoom change in Pinta 2.1 for bug 1959673 so it's possible it was introduced there. This is pretty brittle code that relies a lot on when GTK determines the correct size for widgets
