Bug Description
Open 1 (first) file from Explorer -> open 1 window Pinta with 1 tab.
Open 1 (second) file from Explorer -> open 1 window Pinta with 1 tab.
...
We have 2 windows Pinta. Tabs not work from Explorer.

A single application mode isn't currently supported, but it might be doable in GTK4 since there are some GApplication flags that can be set to have this handled automatically
