User interface cannot be smaller than the file name, causing issues with very long file names on smaller horizontal resolutions

Bug Description
Give an image file a very long file name, something like 200+ characters, and then open it in Pinta with your display's horizontal resolution set to something small like 1024px wide (it doesn't necessarily have to be quite that small, but 1024x768 is an extremely common fall-back resolution that should be supported by nearly anything).
You will find that you will be unable to make the program window fit on-screen whether via trying to resize the window or by clicking the maximize button because Pinta insists on displaying the entire file name rather than using something like "..."
See the attached screenshot depicting the issue with my multisync monitor running a custom resolution of 1184x888.
