cannot scale images within "move selection" tool

Bug Description
When a selection is made, no "handles" appear to scale/resize the selection within the canvas. Image resize function resizes the image as a whole, not the selection alone. No way to scale the "selection" alone without affecting the rest of the image.

I think this is a duplicate of 1995636 - you can resize the selection by holding Ctrl and then dragging, but an improvement would be to provide handles to make this behaviour easier and more obvious
