Layers and History pads can't be hidden

Bug Description

Pinta 2.1 latest development https://github.com/PintaProject/Pinta/actions/runs/3312281190 from GitHub master branch on Ubuntu 22.10:

1. Layers and History toolbars displayed normally.
2. View | Tool Windows | uncheck Layers or/and uncheck History.
Result: It works as expected. Layers or History toolbars are fully hidden like expected.

3. View | Tool Windows | check Layers or/and History to display tools.
4. In the same line as Layers or History or right end click on minimize button to minimize toolbar.
5. View | Tool Windows | uncheck Layers or/and History and nothing happens both tools are still displayed and minimized. This is the problem. I expect toolbar to disappear like in step 2.

6. Addition info: If I close down Pinta and start it again and Layers and History toolbars are still displayed and checking View | Tool Windows | both options are checked.

Confirmed, it looks like the menu doesn't stay in sync with the pane's state when it's minimized through the button
